剧情：城北大学学生筑波洋在练习滑翔机的时侯帮助了被不明组织追赶的改造工学者志度博士。博士曾是与企图征服世界的组织新修卡的合作者，但由于组织的残忍做法而令博士的良心受到谴责，从而选择逃离新修卡。洋为了匿藏博士而被新修卡的怪人打至垂死。博士为了救活洋而回到了新修卡，并把洋改造为改造人。复活后的洋与博士一起逃离了新修卡。而为了保护人类，洋变身了，博士将变身后的洋称作“假面骑士”。
